WhatsApp Business API pricing in 2026: per-message rates, templates and what a BSP adds
WhatsApp Business API pricing is per message since July 1, 2025. Meta charges when it delivers a template, at a rate set by the template category and the recipient's country calling code. Replies you send inside the 24 hour service window cost nothing. I checked Meta's pricing documentation on October 14, 2026.
The number most people want, a single price per message, does not exist. There is a rate card per market and category pair, and your bill is the sum of those rates times the templates Meta delivered. Everything below is the structure you need to read your own rate card correctly.
How whatsapp api pricing works now
Three mechanics decide every line on your invoice, according to Meta's WhatsApp pricing documentation:
- Delivery, not sending. You are charged when Meta delivers the message. A send that never lands is not billed.
- Category, not content. Each template carries a category. The category sets the rate. Meta assigns and can reassign it, and the docs put the responsibility on you to review the category and accept the charge for whichever one applies at use.
- Recipient country, not yours. The rate follows the recipient's calling code. A US number is billed at the North America rate, which covers Canada too, whatever country your business is in.
Conversation-based pricing, the old model where one 24 hour conversation was the billed unit, ended on July 1, 2025. A utility conversation opened before that switch stays free while it is open and is still attributed to that conversation, flagged CBP in the pricing_model field. Everything opened since is per message.
The four categories, and what each one costs you
| Category | What it is | Charged | Free when |
|---|---|---|---|
| Marketing | promotions, offers, abandoned cart, retargeting. Template only | always | never |
| Utility | triggered by a user action: order updates, payment confirmations | outside an open service window | sent inside an open 24 hour service window |
| Authentication | one-time passwords and identity checks | always, with volume tiers | never |
| Service | your replies to an incoming customer message | no | inside the open 24 hour service window |
Service is the category that confuses people, because it is not a template category you pick. It is the label Meta puts on free non-template messages in the webhook payload. Practically: once a customer writes to you, a 24 hour customer service window opens, it resets with each new message from them, and inside it any plain text, image or document you send is free. Step outside it and you can only send an approved template, which is billable unless it is utility and the window is open.
Some countries also carry a separate authentication-international rate, applied when the authentication message crosses to a different market. India's authentication-international rate went up on April 1, 2026.
The two free windows worth engineering around
| Window | Opened by | Length | What is free inside |
|---|---|---|---|
| Customer service window | any inbound message from the user | 24 hours, resets on each new inbound | all non-template messages, plus utility templates |
| Free entry point window | an inbound message from a Click to WhatsApp ad or a Facebook Page call-to-action button | 72 hours | any message type, template or not |
The free entry point is the one that changes unit economics, and it has a precise trigger. The user must message you from a Click to WhatsApp ad or a Page call-to-action button, and from the Android or iOS app: desktop and web do not qualify. That opens a 24 hour service window. If you reply within those 24 hours, your reply is free and it opens a 72 hour free entry point window, during which every message type is free.
The catch is that the two windows run independently. The free entry point window can still be open after the service window has closed, and in that state you can only send templates, though they are free. Teams that read this as "72 hours of free anything" send plain text on hour 40, get an error, and conclude the API is broken.
Volume tiers on utility and authentication
Utility and authentication rates drop as monthly volume rises. Three details from the docs that catch people out:
- Volume is aggregated across every WhatsApp Business Account in your business portfolio, not per WABA.
- Only charged messages count toward a tier. Free utility messages sent inside a service window do not move you up.
- Tiers reset every month. There is no annual commitment that locks a lower rate in.
Meta started emitting the tier in webhooks on October 1, 2025, so your current tier is readable from the payload rather than only on the invoice. Marketing has no volume tier: it is billed at the market rate however much you send.
Where to read your actual whatsapp cloud api pricing
Meta does not print the rates inline. They are published as separate rate card files, CSV and PDF, one per billing currency, and the figure you need is the cell where your market meets your category. The rate card in force at this check is the one effective July 1, 2026.
The in-app cost calculator on Meta's WhatsApp Business pricing site has the same structure: pick market, pick category, read the rate. On October 14, 2026 the market selector listed 39 named markets plus regional groupings such as Rest of Africa and Rest of Latin America, and 16 billing currencies including USD, EUR, INR, GBP, BRL, AED and SGD.
So: do not take a per-message figure from a blog post, including this one. Open your own rate card.
The 2026 rate calendar
Meta may change pricing only on the first day of a quarter, and commits to notice periods: at least 1 month for a rate card update, 3 months for a pricing model add-on, 6 months for a pricing model change. That makes your costs predictable one quarter at a time.
| Date | What changed |
|---|---|
| January 1, 2026 | North America: lower utility and authentication rates. France and Egypt lower marketing. India higher marketing, and billing localized to INR |
| February 16, 2026 | AI Providers pricing policy took effect, updated May 12, 2026 |
| April 1, 2026 | Saudi Arabia higher marketing. Turkey lower utility and authentication. Eight new billing currencies |
| July 1, 2026 | Italy, Spain and the UK higher marketing. Poland lower across all three. Brazil BRL billing begins. Current rate card |
| October 1, 2026 | Bangladesh, Iraq, Nepal, Sri Lanka lower utility and authentication. Kazakhstan, Kuwait, Morocco, Oman, Ukraine higher |
| December 31, 2026 | Deadline for India WhatsApp Business Accounts to migrate to INR billing |
If you sell in the UK, Italy or Spain, your marketing cost went up this quarter and your pricing model probably has not caught up.
What a BSP adds, and what PlugKit charges
Meta's rate is the floor. A Business Solution Provider sits between you and the Cloud API and prices its own layer on top, usually one of three ways: a markup per message, a platform fee per month, or a per-contact meter. The first is the one to interrogate, because a markup of a fraction of a cent is invisible at 1,000 messages and decides your margin at a million.
PlugKit is not in that business. It carries WhatsApp messages, not WhatsApp posts, and its billing documentation lists per-call pass-through pricing for X only. WhatsApp template fees are billed by Meta against the WhatsApp Business Account you connect, so there is no PlugKit markup on a delivered template. What PlugKit charges is the subscription: $49 a month for 5 connected accounts, cancel anytime, or $97 a month for 30. There are 7 days free, no card, with 1 connected account during the trial.
Two honest limits. WhatsApp through PlugKit is messaging only, with no publishing, and getting a WhatsApp Business Account approved in the first place is Meta's process, not something an API layer removes.
For the Instagram equivalent of the 24 hour rule, read Instagram DM automation and the 24-hour window. For the platform-by-platform view of what each API allows, the social media API guide covers it. And if you are weighing automation against platform policy, what Meta allows in 2026 applies to WhatsApp as much as to Instagram. The PlugKit home page lists what each platform supports, WhatsApp included.
FAQ
How much does the WhatsApp Business API cost per message?
There is no single rate. Meta publishes a rate card per billing currency, and the price is the cell where the recipient's market meets the template category. Marketing is the most expensive category everywhere, authentication the one with volume discounts, and your replies inside the 24 hour service window are free.
Is the WhatsApp Cloud API free?
The API itself has no licence fee, and sending is free inside an open 24 hour customer service window, as are utility templates in that window and everything inside a 72 hour free entry point window. Marketing and authentication templates are always charged. So the API is free to call and the messages are not.
What is the difference between per-conversation and per-message pricing?
Per-conversation pricing billed one 24 hour conversation as a unit and ended on July 1, 2025. Per-message pricing bills each delivered template individually, by category and market. Utility conversations opened before the switch stay free while open and are tagged CBP in the pricing_model field.
Do I need a BSP to use WhatsApp Business API pricing?
No. You can go direct to the Cloud API and be billed by Meta at rate card. A BSP adds onboarding, template management, an inbox and support, and prices that as a markup per message, a monthly fee or a per-contact meter. Ask which of the three before you sign, and model it at your expected volume rather than today's.
When can WhatsApp rates change?
Only on the first day of a calendar quarter: January 1, April 1, July 1 or October 1. Meta gives at least one month of notice for a rate card update, three months for a pricing model add-on and six months for a change to the pricing model itself.
